Michael Minkler advises a broad range of clients through all phases of the land use entitlement process, including administrative approvals and litigation. He also advises clients in real estate transactions and disputes, including boundary issues, easement creation or disputes, construction defects, and water law issues.  He currently serves as general counsel to the Utica Water and Power Authority and the Blue Lake Springs Mutual Water Company.

He has represented public agencies, developers, and non-profit organizations in complex land use and local governance matters. His practice includes advising clients on compliance with the California Environmental Quality Act, the National Environmental Policy Act, the Cortese-Knox-Hertzberg Local Government Reorganization Act, the Subdivision Map Act, the Brown Act, and various other local, state, and federal land use, zoning, and environmental laws.

While he was an associate at Remy, Thomas, Moose and Manley, Michael assisted in successfully defending the City of Martinez against a lawsuit challenging the approval of an infill development for senior citizens. As a solo practitioner, Michael represented a non-profit organization in CEQA litigation regarding a quarry approved by Madera County and successfully negotiated a settlement while the case was on appeal. As an associate at Meyers, Nave, Riback, Silver & Wilson, Michael was an assistant city attorney for the cities of Rancho Cordova, Livingston, and Atwater, and served as special counsel to various other cities, joint powers authorities, and special districts. Michael was a contributing author and editor of the 2013 and 2014 editions of the California Land Use Practice treatise, published by Continuing Education of the Bar.

While at the Thomas Law Group, Michael primarily worked for the Metropolitan Transportation Commission on the environmental review of, and subsequent legal challenges to Plan Bay Area, the sustainable communities strategy and regional transportation plan for the nine-county San Francisco Bay Area region.

Michael is originally from Oakhurst, California. He is a veteran, having served four years in the U.S. Coast Guard. He earned a Bachelor's Degree in International Relations and a Master's Degree in International Environmental Policy from the Monterey Institute of International Studies before earning his J.D. from King Hall, at the University of California, Davis. Michael has conducted various trainings and guest lectures on CEQA, land use and planning, and the Brown Act. He was a coach for the UC Davis law school's national environmental law moot court competition team, and he is a on the Board of the Western Heritage Foundation, which provides experiential education opportunities for junior high students. Michael is a volunteer member of the Calaveras County Search and Rescue Team.  He is also an avid whitewater rafter, skier, and backpacker.
