Public Agency Law

All three attorneys at Park Minkler have extensive experience advising public agencies on a broad range of matters. As general counsel, Park Minkler's attorneys understand the dynamic nature of local governance and are proactive in anticipating problems and developing creative, cost-effective solutions. As special counsel, Park Minkler's attorneys know how to delve into complex matters and work effectively with the agency's general counsel to achieve success. Park Minkler offers the following special counsel services:

  • Nancy Park advises public employers on issues such as disciplinary matters, workplace accommodation issues, employee complaints of discrimination and harassment, wage and hour issues, pension reform, and specific issues pertaining to police and fire personnel. She also represents agencies in arbitration and civil litigation matters brought by employees. She has worked on cases involving individual employees as well as those brought by groups of employees. Nancy provides training sessions pertaining to public agencies, including sexual harassment prevention training required by AB 1825.
  • Michael Minkler advises clients on all matters related to land use and planning. He has drafted and processed zoning code and general plan amendments, and handled code enforcement matters. He also advises agencies in processing conditional use permits, development agreements, subdivision maps, LAFCO applications and other entitlements. He has reviewed environmental documents under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) for projects ranging from large public infrastructure projects and subdivisions, to solar power projects, general plan updates and more. He has also represented agencies in land use litigation involving CEQA, the Subdivision Map Act, the Cortese-Knox-Hertzberg Local Government Reorganization Act and other state and local land use laws. Michael was a contributing author to the treatise "California Land Use and Planning" and has given several training sessions and lectures on CEQA and land use.
